The ACOE’s College of Education offers an online California Clear Career Technical Education (CTE) Teaching Credential program for people new to teaching and existing teachers.

All courses are online and asynchronous, which means you can complete coursework from wherever you are and at the times of the day that are convenient for you.

Candidates who qualify for the preliminary credential and complete the admissions process may teach CTE courses in the industry sector they are authorized to teach. They will also be admitted into our Clear Designated Subjects Career Technical Education Credentialing Program.

Once admitted, a candidate must receive a job offer 8/15/24 to teach a CTE course in the 2024-2025 school year in order to enroll in the fall 2024 term. 

Starting in the 2024-2025 school year, our first-time credential-holder program will consist of three courses: one course each in the fall, winter and spring terms.

Program Overview

  • Career Technical Education (CTE) is defined by the California Department of Education as a program of study that involves a multiyear sequence of courses that integrates core academic knowledge with technical and occupational knowledge to provide students with a pathway to post-secondary education and careers.

  • The Commission on Teacher Credentialing defines the CTE credentials as follows:

    The Preliminary Designated Subjects CTE Teaching Credential authorizes the holder to teach in the subject or subjects named on the credential in grades twelve and below and in classes organized primarily for adults, in career technical, trade or vocational courses. The Clear Designated Subjects CTE Teaching Credential authorizes the holder to teach in the subject or subjects named on the credential in grades twelve and below and in classes organized primarily for adults, including services to English learners in Specially Designed Academic Instruction Delivered in English (SDAIE) in career technical, trade or vocational courses.

    Qualifying candidates are first granted the preliminary CTE credential as part of the application process. Then they have three years from the date it is issued to complete the clear CTE credential requirements to apply for the clear CTE requirements, which includes coursework, and either teaching or advanced preparation.

  • No. The Commission on Teacher Credentialing requires that you apply through an approved program sponsor. So, you have come to the right place. The Alameda County Office of Education is a Commission on Teacher Credentialing-approved program sponsor accredited to offer a clear CTE teacher education credentialing program. 

    When candidates apply for admittance to ACOE’s program, they are also simultaneously applying for the Preliminary Designated Subjects Career Technical Education Teaching Credential.

    In order to be admitted into ACOE’s Clear CTE Teacher Credentialing program, candidates must apply by paying a program fee, completing application forms, and providing verification of work experience and high school graduation.

    If a candidate qualifies, they will be given instructions on how to obtain a fingerprint clearance and be issued a Certificate of Clearance from the Commission if necessary. Upon a candidate receiving the Certificate of Clearance, ACOE will ask for a tuition deposit. 

    Once the deposit is paid, ACOE will recommend the candidate to the Commission for the Preliminary Designated Subjects CTE Teaching Credential. There is an additional fee to the Commission for processing the credential. ACOE will admit the candidate into the program when the Commission grants the credential. 

  • Yes. In order to enroll in our coursework, candidates must have a job offer for a position requiring their CTE industry sector authorization. The candidate must provide a letter from their principal or school district’s human resources department verifying their work status.

  • Yes. Once a candidate is granted the preliminary CTE credential by the Commission, they are authorized to teach in any public school in California. 

  • Candidates who hold a clear multiple-subject, single-subject or educational specialist credential are considered existing credential-holders. They take course CTE 103 Foundations of CTE for All students. This course immerses candidates in the foundational standards of career technical education. It is an 8-week all-online asynchronous course that includes readings, discussion, and written work.

    Candidates who do not possess an existing clear credential are considered first-time credential-holders. They take the following course sequence of 8-week courses in the fall, winter, and spring: 

    CTE 101 CTE 101 Preparing to Teach All Students
    CTE 102 A Learning and Instruction for All Students
    CTE 102 B Differentiated Instruction and Technology Integration

    In addition to coursework, first-time credential-holders receive beginning teacher support and advisement. We coordinate with candidates’ employers to ensure that they are receiving advisory support. New teachers working at a public school in Alameda County will receive a support advisor from ACOE. For candidates working outside of Alameda County, we coordinate with their employer to ensure they are receiving beginning teacher support.

    Candidates who are interested in a program of advanced personalized preparation in lieu of completing two years of successful teaching on the basis of a Preliminary CTE Teaching Credential take course CTE 104. This is currently scheduled to be offered in Summer 2024. Whether it will be offered in Summer 2025 is yet to be determined. 

  • Prospective candidates must provide evidence that they have worked a sufficient amount of time in the industry sector they wish to get an authorization for on their preliminary CTE teaching credential, and show proof of a high school diploma. 

    The subtleties are somewhat complicated. Here is a breakdown of the Commission’s requirements. 

    Recent Industry Work Requirement
    You must be able to demonstrate you have had enough recent work in the industry sector you wish to get an authorization sector for on your preliminary CTE credential. Recent is defined as at least 1 year full time or 1,000 hours part time in the last 5 years, or, 2 years full time or 2,000 hours part time in the last 10 years. This must be documented on a work verification letter(s).

    Teaching can not be used to satisfy the recent industry work requirement with the exception of those who are applying for the Education, Child Development and Family Services industry sector authorization. 

    3-Year Work Overall Requirement
    If your work verification letter(s) show that you have satisfied both the recent industry work requirement and show three or more years of industry work in total, no further work verification is required.

    You may add on to your recent work to achieve a combination equivalent of three years. None of the following ways to fulfill the 3-Year work requirement can be used to satisfy the recent industry work requirement. That must be satisfied first with work verification letters.

    Up to 2 Years for post-secondary units related to the industry sector authorization applied for. 
    48 units= 2 years, 24 units= 1 year, etc. An official transcript is required. 

    And, either 

    One year of full time P-12 public school teaching of any subject
    Just one year counts (e.g. 1 year of full time teaching= 1 year; 5 years= 1year)

    A letter from the human resources office of the school district is required. 

    Or

    1-2 Years for an advanced industry certificate
    The original certificate must be provided. The program director will determine if it qualifies as an advanced industry certificate and how many years it may count as.

    Example:

    1 year of related industry work in the last 5 years (recent work requirement met)
    1 year of full time P-12 public school teaching
    1 year of post-secondary industry-related units (24 units)

    1+1+1=3 years (overall 3-year work requirement met)

    High School Diploma Requirement

    Possess a high school diploma

    1. Possess a diploma based on passage of the GED Test
    2. Official, unopened college transcripts verifying a degree above high school
    3. Possess the foreign equivalent of a high school diploma.
    4. Foreign transcripts must be evaluated by CTC approved organizations only. See this CTC approved list of foreign transcript evaluators

    Do not send a transcript until you have paid the program fee AND submitted your application. We create a file to store transcripts once an application has been submitted.

    We will determine if the candidate qualifies. If the application is incomplete, we will explain what items need to be submitted. If a candidate qualifies, we will determine whether they need to obtain fingerprinting and apply for a Certificate of Clearance. The Commission requires that either you have a valid Commission-granted permit, Certificate of Clearance, or credential. Please do not get fingerprinted until we have determined it is necessary. We have the correct forms to use so that the information is routed properly.

    Upon a candidate receiving the Certificate of Clearance, ACOE will ask for a tuition deposit. Once the deposit is paid ACOE will recommend the candidate to the Commission for the Preliminary Designated Subjects CTE Teaching Credential. 

    ACOE will admit the candidate into the program when the Commission grants the credential. The candidate can then start teaching CTE classes in the industry sector they are authorized to teach and will be pre-registered for the next available, appropriate ACOE clear CTE teacher credentialing course. As mentioned earlier, having a CTE job offer or position is required for course enrollment.

    What are the requirements for receiving the clear CTE credential?

    First-time Credential Holder 

    • Possess a Preliminary CTE Teaching Credential. 
    • Successfully complete the following courses:
      CTE 101 Preparing to Teach All Students
      CTE 102 Learning and Instructions for All Students 
    • Either: 
      • a)  Document two (2) years of successful CTE teaching experience while holding the preliminary Credential, or 
      • b)  Successfully complete CTE 104: Advanced CTE Curriculum Integration for All Students, or its equivalent
    • Health Education for Teachers Course 
    • U.S. Constitution Course or Exam 
    • CPR Certification 

    Existing Credential Holder 

    • Possessing a clear multiple-subject, single subject or education specialist credential with an authorization to teach English learners and at least one year of teaching experience while holding the credential. 
    • Possess a Preliminary CTE Teaching Credential. 
    • ACOE College of Education course CTE 103: Foundations of CTE for All Students 
    • Either: 
      • Document one (1) year of successful CTE teaching experience while holding the preliminary credential, or 
      • Successfully complete course CTE 104: Advanced CTE Curriculum Integration for All Students, or its equivalent 
  • See our Cost of Program page. The program cost for 2024-2025 is subject to change and may reflect different costs based on whether the candidate has a job position at a public school in or outside of Alameda County.

    Does the Commission charge for granting the credential?

    Yes. They charge $100 plus a convenience fee. If you need to be granted a Certificate of Clearance first, they will break up the payment into two $50 pieces. If a Certificate of Clearance is not necessary, they will charge $100 all at once.

Admissions Process

Existing Clear Credential Holders

Possess either a clear Single-Subject, Multiple-Subject or Education Specialist Teaching Credential.

  1. Pay ACOE’s Program fee.
  2. Submit your application packet.
         -Application Forms
         -Work Verification Letter(s)
  3. Wait to hear that you qualify, then pay ACOE the tuition deposit.
  4. ACOE will recommend the candidate for the Preliminary CTE Teaching Credential.
  5. Pay the Commission on Teacher Credentialing’s fee for processing your credential.
  6. ACOE will admit you into the Clear CTE Teaching Credentialing Program once your credential is granted.

 

First-Time Credential Holders

Do not hold a clear teaching credential.

  1. Pay ACOE’s Program fee.
  2. Submit your application packet.
         -Application Forms
         -Work Verification Letter(s)
         -Proof of High School Graduation
  1. Wait to hear if you qualify, then:
         -Get fingerprinted.
         -Apply and pay for a Certificate of Clearance (COC) with the Commission on Teacher Credentialing.
  1. Wait until the COC is granted, then pay ACOE the tuition deposit.
  2. ACOE will recommend the candidate for the Preliminary CTE Teaching Credential.
  3. Follow the directions for completing the recommendation at the Commission on Teacher Credentialing’s website. Pay their fee if required.
  4. ACOE will admit you into the Clear CTE Teaching Credentialing Program once your credential is granted.

Transfer Students
Possess a Preliminary CTE Teaching Credential applied for through another program sponsor.

 

  1. Pay ACOE’s Program fee.
  2. Complete and email this transfer application form to cte@acoe.org.  
  3. Wait until ACOE confirms you have a Preliminary CTE Credential.
  4. Pay the tuition deposit.
  5. ACOE will then admit you into the Clear CTE Teaching Credentialing Program.

If you have completed coursework through another program sponsor and you wish to have your transcript evaluated for the purpose of reducing your courseload, provide an official transcript either by mail or by secure digital transcript service when you apply. if you have questions, contact cte@acoe.org.

1. Go to ACOE's Portal at Heartland 

2. Select "ACOE Career Technical Education (CTE)".

3. Next for "Type/FOR/Cause" select Program Fee, Deposit, or choose the course name.

5. Complete the credit card information on the pages that follow. You will receive an email confirmation.

The following actions may result in a card being declined:

  • Auto-fill is used to enter credit card information. 
    If your card is denied, do not use auto-fill. Re-enter the information manually. 
  • Using an address different than what is on file with the card issuer.
    Make sure that the address entered matches your last credit card statement. This is the most common error, often a result of old auto-fill information.
  • Entering the incorrect CVV.
    Enter the CVV on your current card. It may have changed since you received a new card. If auto-fill is being used, an old CVV may get entered. 

 

Note: Heartland Payment Services charges a 3% fee to process your payment which they refer to as a "convenience fee." This fee goes directly to Heartland Payment Services.

The Heartland Payment System has security measures in place to ensure that there is a positive match between all information entered and the information on file with the bank that issues the card. If there are any discrepancies between the information entered and on file, the transaction will be declined.

The Alameda County Office of Education's Career Technical Education Credentialing Program neither contacts Heartland to determine the cause of any declined transactions nor remediates issues related to them. In the event a transaction is declined, please review your information and re-enter it or try another credit card. Thank you.

Explanation of Tuition Payments

The payment due dates and cost of the program are provided on our website.

Payment due dates

  • Fall payment 9/15/24 (now extended to 9/23/24)
  • Winter payment 12/12/24 for candidates teaching outside of Alameda county
  • There is no spring payment

Cost of Program

The cost of the program consists of a $200 program fee, a $300 tuition deposit, and tuition.

Note: If you did not pay the tuition deposit of $300, then that amount is applied to your future payments. If your fall payment is less than $1450, the deposit is applied to your fall payment. If your fall payment is $1450, then the deposit is applied to your winter payment.

Policies, Greivances & Appeals Process

  • The program fee is non-refundable. Prospective candidates should read the Program Overview, the Commission on Teacher Credentialing’s requirements, and contact cte@acoe.org if they have any questions about whether they qualify before paying the program fee. See step 1 of the Application Instructions.

  • The $300 tuition deposit is non-refundable. It is required before ACOE recommends qualified candidates for the Preliminary CTE Credential and is applied towards the tuition of either CTE 102 or CTE 103. See the Program Overview for details. Candidates forfeit their deposit if they do not enroll in the coursework they are registered for unless they have requested and have been been allowed a one-time deferral. See the Deferral Policy.

  • A candidate may drop a course at any time before the end date of a course by completing the online Course Drop Form. A candidate may drop a course and receive a full refund minus a $100 drop course processing fee if they drop the course prior to the second week of a course. After one week, a candidate is no longer eligible for a refund. A candidate who drops a course and wishes to continue in the program must request a deferral. See the Deferral policy.

  • Candidates in Alameda County Office of Education’s Career Technical Education Teacher Preparation Program are expected to enroll in required courses the first available time they are offered. Applicants agree to do so on the Commitment to Satisfy all Requirements form which is included in the program application. Candidates who do not enroll in a required course when it is offered will be dismissed from the program unless they request a deferral by the end of that course.

    To defer the start of coursework or to continue in the program after dropping a course is permitted under the following circumstances: medical (self or family), maternity, extenuating demand of job or family. If a candidate wishes to defer, they must complete the  One-time Deferral Form. If the deferment is allowed, the candidate will be permitted to defer their enrollment until the next date the course is offered. If, after receiving a one-time deferment, the candidate does not enroll in the next available course by the end of the first week, the candidate will forfeit their deposit and be dismissed from the program. A second deferment will not be permitted.

  • Candidates’ grades are reported as the following: A (excellent), B (good), C (fair), D (poor), F (failure), I (incomplete), and W (withdrawal). A candidate must have a grade of A,B, C, or D to pass a course. 

    Incomplete Grade
    A candidate who has an F grade may request an incomplete grade before the beginning of the next term. A candidate must have good cause for why the incomplete grade is necessary, such as medical (self or family), maternity, extenuating demand of job or family. A candidate who has received an incomplete may have until the next term to complete their written work and any quizzes. The discussion assignments can’t be made up. 

    If a candidate who has an F grade does not request to take an incomplete, or if a candidate who has been given an incomplete does not complete the work by the end of the next term, the final grade for the course will be an F. Additionally, the candidate will be on academic probation.

    Academic Probation
    A candidate who has failed a class will be on academic probation.  They must then take the class again the next time it is offered and receive a passing grade. Failure to pass a course for the second time will result in dismissal from ACOE’s program.

    Withdrawal
    A candidate may withdraw from the program at any time. A transcript will be provided upon request. A candidate who has received an F grade who wishes to withdraw from ACOE’s program may elect to have their final grade as W for withdrawal. 

  • No one other than the employees of ACOE submits credential recommendations. Any individual who is making recommendations for credentials will always be a current employee of ACOE. All credential recommendations are made by the program director of credentials and are submitted by our credentials manager. 
     

  • ACOE College of Education has established the following process to address grievances that may arise from participants in any of its College of Education programs. Before a grievance can be filed, the candidate must make every effort to communicate with the program director to resolve the issue. 

    Should a candidate question prerequisites for program participation, program requirements, participation hours, special needs provision, anti-discrimination policy, program extension request rationale, demonstrating candidate competencies and/or denial of the designated subjects CTE credential, the following process will be implemented:

    Step 1:
    Discuss concerns, informally, with the program director first.

    Step 2:
    Submit Complaint Form (“Complaint”), if concern is not resolved, to ACOE College of Education Administration office via this Online Complaint Form or US Mail using this Paper Complaint Form and mailing to: ACOE, College of Education, 313 W Winton AVE RM 248, Hayward, CA 94544.

    Step 3:
    The program director will review the Complaint. If necessary, the program director may request a meeting with the candidate, by phone or in person, to obtain clarification and/or further facts regarding the Complaint.

    Step 4:
    The program director will provide a determination in writing within ten business days after receiving the Complaint. 

    Step 5:
    If the candidate disagrees with the determination, he or she may appeal by submitting a written appeal to ACOE College of Education Administration office within 30 days of the program director’s decision. 

    Step 6:
    The Grievance and Appeal Evaluation (GAE) Team will convene, review any additional information, propose a resolution, and make a final decision within fourteen business days after receiving the Complaint from the program director. 

    Step 7:
    A final decision will be made and communicated in writing to the candidate from the GAE Team within ten business days following the Team meeting.

Course Descriptions

First-time Credential Holder Program

 CTE 101: Preparing to Teach All Students

This course is intended for individuals who do not possess a Clear Single, Multiple-subject or Educational Specialist Teaching Credential. It is part of a three-course sequence of career technical education classes: CTE 101, CTE 102 A, and CTE 102 B. An Early Orientation for beginning teachers is embedded in the course that is aligned with Teacher Performance Expectations and the California Standards for the Teaching Profession. Candidates will utilize data-driven teaching strategies to promote successful teaching in CTE classrooms and support equitable outcomes for all students. They will prepare for an introductory CTE course using the California Career Technical Education Model Curriculum Standards in their industry sector. Candidates will begin study in computer-based technology, including the use of technology in an educational setting, and receive training in Specially Designed Instruction Delivered in English (SDAIE). Candidates will apply knowledge from their coursework and incorporate feedback from their coach in their classroom instruction.

CTE 102 A: Learning and Instructions for All Students (formerly CTE 102)

This course is intended for individuals who do not possess a Clear Single, Multiple-subject or Educational Specialist Teaching Credential who have completed CTE 101. Candidates will expand their understanding and application of Teacher Performance Expectations and California Career Technical Education Model Curriculum Standards by designing an instructional unit with lesson plans and assessments. The unit will also incorporate coordination of related community organizations and agencies, supervision and advising of career technical student leadership organizations, and assistance with identifying career pathway options and associated workplace skills. They will complete studies in computer-based technology, including the use of technology in an educational setting and receive training in Specially Designed Instruction Delivered in English (SDAIE). Candidates will incorporate data-driven teaching strategies that support equitable outcomes for all students.

CTE 102 B: Differentiated Instruction and Technology Integration

This course is intended for individuals who do not possess a Clear Single, Multiple-subject or Educational Specialist Teaching Credential who have completed CTE 102 A. Candidates develop a one-year CTE course plan with an emphasis on the following: learning and instruction; assessment and student learning; using technology; classroom and laboratory management; professional legal and ethical responsibility; and, teaching English learners and students with special needs. Candidates will apply knowledge from their coursework and incorporate feedback from their coach in their classroom instruction.

Existing Clear Credential Holder Program

CTE 103: Foundations of CTE for All Students

This course is intended for holders of a Clear Single, Multiple-subject or Educational Specialist Teaching Credential. Candidates will develop a plan for an introductory CTE course in their industry sector that is situated in a complete pathway. They will incorporate data-driven teaching strategies that support equitable outcomes for all students including those that reflect Universal Design for Learning principles. Their course plan will demonstrate an ability to achieve outcomes related to the Commission on Teacher Credentialing’s Career Technical Education Program Standard 13: Foundations which includes: demonstrating an awareness of student recruitment and placement, coordinating the use of community organizations, supervising and advising student technical leadership organizations, and, assisting with identifying career pathway options and associated workplace skills.

Approved Health for Educators and US Constitution Courses

The following courses may be taken to fulfill the health education and U.S. Constitution requirements. Similar courses at other colleges may be accepted. Contact cte@acoe.org to see if they qualify. Existing clear credential holders do not need to take such courses again.

  • UC San Diego Extension Health Education for the Teacher EDUC-30057
    This course does not include CPR training. The candidate will also need to receive training in adult and child CPR from a licensed provider.

Pay the program fee.
Once you are confident you will qualify, pay the program fee..

Do not send a transcript until you have paid the program fee AND submitted your application. We create a file to store transcripts once an application has been submitted.
