2024 Union Negotiations Updates

CSEA Negotiations - June 28, 2024

To the Alameda County Office of Education community,

The Alameda County Office of Education (County) and California School Employees Association - Local Chapter 615 (CSEA) negotiating teams met on Friday, June 28, 2024 for a second day of negotiations for a successor contract.

The County Office team shared initial proposals for Article 10 - Vacation, and Article 11 - Leaves, and counter proposals for Article 5 - Hours & Overtime, Article 13 - Transfers, and Article 11 - Leaves.


The CSEA team shared an initial proposal for Article 8 - Health & Welfare Benefits, and counter proposals for  Article 11 - Leaves.

The teams are scheduled to meet again on July 12, the previously indicated July 1 negotiations date has been rescheduled.

CSEA Negotiations - June 14, 2024

To the Alameda County Office of Education community,

The Alameda County Office of Education (County) and California School Employee's Association - Local Chapter 615 (CSEA) negotiating teams met on Friday, June 14, 2024 for a productive first day of negotiations for a successor contract. The teams established some logistics of negotiating, including scheduling and sharing of proposals.

The County team shared initial proposals for Article 5 - Hours & Overtime, Article 9 - Holidays, Article 13 - Transfers, and Article 19 - Superintendent's Rights. 

The CSEA team shared an initial proposal for Article 12 - Training Leave & Study Reimbursement, and counter proposals for Article 5 - Hours & Overtime, Article 9 - Holidays, Article 13 - Transfers, and Article 19 - Superintendent's Rights. 

The teams are scheduled to meet again on June 28, July 1, and July 12.

ACTA Negotiations - June 6, 2024

To the Alameda County Office of Education community,

Alameda County Teachers Association (ACTA) members held a ratification vote on June 5, 2024 and ratified the successor contract. The new contract has a term of July 1, 2024 through June 30, 2027. The contract is available at https://www.acoe.org/Page/505

We thank the ACTA negotiating team and membership for their partnership through the negotiating process, and for the work they do educating and supporting ACOE’s students and families.

ACTA Negotiations - May 14, 2024

To the Alameda County Office of Education community,

The Alameda County Office of Education (County) and Alameda County Teachers Association (ACTA) negotiating teams reached a Tentative Agreement on a successor contract on May 14, 2024.

The full successor contract has been provided to the ACTA negotiations team for their review and ratification vote. The contract is not adopted until ratified.

We look forward to the ratification vote by ACTA membership, and we thank our teachers for the work they do educating and supporting ACOE’s students and families.

The Alameda County Office of Education (County) and Alameda County Teachers Association (ACTA) negotiating teams met on April 26, 2024.

The County team shared counter proposals for Article 1 - Agreement, Article 12 - Teaching Hours, Article 14 - Leaves, Article 16 - Teacher Evaluation, Article 21 - Benefits, and Article 22 - Salaries, as well as proposals for Appendix C - Annual Goals Planning, Appendix K - Medical Dental Coverage, Appendix O - Leaves, and ACTA Evaluation Forms.

The ACTA team shared counter proposals on Article 12 - Teaching Hours, Article 14 - Leaves, Article 16 - Teacher Evaluation, and Appendix O - Leaves.

The Alameda County Office of Education (County) and Alameda County Teachers Association (ACTA) negotiating teams met on Monday, January 22, 2024 for a productive first day of negotiations for a successor contract. The teams established some logistics of negotiating including scheduling and sharing of proposals.

The County team shared proposals for Articles 14 - Leaves, 16 - Teacher Evaluation, and 27 - Independent Study Program. The ACTA team shared proposals for Articles 12 - Teaching Hours, 16 - Teacher Evaluation, and 20 - Authorized Reimbursements. The teams are scheduled to meet again on February 13 and March 7.

ACTA Negotiations - March 7, 2024

The Alameda County Office of Education (County) and Alameda County Teachers Association (ACTA) negotiating teams met on Thursday, March 7, 2024.

The County team shared proposals for Articles 17 - Assignment and Transfer of Teachers, as well as evaluation forms for School Nurse and School Counselor, and Work Year Calendars. A counter proposal was shared on Article 15 - Class Size. The ACTA team shared proposals for Article 21 - Teacher Benefits, Article 22- Salaries, and countered on Article 12 - Teaching Hours. The ACTA team indicated agreement on Article 15 - Class Size and Article 17 - Assignment and Transfer of Teachers, though formal Tentative Agreement will be held until all Articles are agreed. The teams are scheduled to meet again on March 15, 2024

The Alameda County Office of Education (County) and Alameda County Teachers Association (ACTA) negotiating teams met on Tuesday, February 13, 2024.

The County team shared proposals for Articles 3 - Definitions, and 15 - Class Size. Counter proposals were shared on Article 12 - Teaching Hours and Article 16 - Teacher Evaluation. The ACTA team countered on Article 14 - Leaves and Article 15 - Class Size. The ACTA team indicated agreement on Article 3 - Definitions, and Article 27 - Independent Study, though formal Tentative Agreement will be held until all Articles are agreed. The teams are scheduled to meet again on March 07, 2024
